Managed by the Institute for Higher Education Policy, this program seeks to improve the knowledge and skills of future policy analysts and leaders in select countries. It also endeavors to address the challenge of access in tertiary education among historically disadvantaged groups across the world. Participants of the program focus on developing policy models that facilitate access to higher education within specific countries; creating a global network of policy analysts and researchers who are motivated to address challenges faced by underserved populations; and improving organizational and individual capacity in both developing and developed nations to conduct policy research and analysis that produces dialogue.
